Bill Weihman, CFP®, is a CERTIFIED FINANCIAL PLANNER™ Practitioner, having joined RCS in 2005 after working collaboratively with several distinguished financial planners in the South Bay. Bill also spent eleven years with Nike where he led a staff of 50. Originally from the New York area, Bill’s education includes The Hotchkiss School, Harrow School (London), the Université de Strasbourg (France), and St. Lawrence University. Following in the steps of his father’s investment career, Bill has been practicing personal portfolio management since 1987. In 2004 he completed the graduate program in Personal Financial Planning with honors from the University of California Extension. He is an active member of the Silicon Valley chapter of the Financial Planning Association, and he enjoys hockey, cycling, and running in his free time. Bill’s specialties include charitable and legacy planning and required minimum distributions.
Margaret (Peggy) Stephan, CFP®, is a CERTIFIED FINANCIAL PLANNER™ practitioner. Peggy began her financial planning career in 1992, serving as the Command Financial Specialist while on active duty with the United States Navy. Peggy has worked in the securities industry for Merrill Lynch, where she achieved their designation of Certified Financial Manager, and at Wales Investments in San Jose, where she was the financial planner and Chief Compliance Officer. Peggy holds a Bachelor’s degree from the University of California at Berkeley. Peggy has been a member of the Financial Planning Association since 2000. Through the FPA, she coordinated a program for providing pro bono financial planning education and assistance to military families, including reservists in the local area. While on active duty, Peggy led carrier-based air logistics missions in the Western Pacific and Persian Gulf, and also flew the LC-130 Hercules in support of the National Science Foundation’s United States Antarctic Program. Peggy serves on the Board of Directors of the Moffett Field Historical Society and Museum. In her free time, she enjoys diving, hiking, travel and camping with her daughters. Peggy’s areas of specialty include Social Security, long-term care and financial issues that arise from divorce.

Camilla (Cam) Neri began her advising career in 1980. In 2006 & 2007, she was named one of the Top 100 Women Financial Advisors by Barron’s Magazine. Cam was also named as one of America’s Top 100 Independent Advisors for 2007 by Registered Rep Magazine as well as one of the Top 25 Wealth Advisors by the Silicon Valley / San Jose Business Journal in 2008. Cam was also among the Top 50 Independent Broker/Dealer Women Advisors in 2011 by Registered Rep magazine.* Prior to joining RCS, Cam formed and ran Neri Financial Services and was a partner at Crest Financial Services. Cam earned her undergraduate degree at Knox College in Illinois and Master’s Degree from Stanford University. She is on the Board of Silicon Valley Planned Giving and was on the Business Advisory Council for Knox College. Cam is an active member of the local chapter of the Financial Planning Association, as well as Leave a Legacy of Silicon Valley. In her free time, Cam enjoys hiking, cooking and reading mysteries. Her specialties include retirement planning for women, retirement plan distributions, estate planning and stock options.

Theresa L. Vasquez has been servicing clients in the financial services industry since 2000 and joined Retirement Capital Strategies in 2006. She is registered with LPL Financial and holds a Series 6 and 63 Securities licenses. Theresa divides her time as the Manager of Operations and as your Client Service Representative. She is responsible for entering all of the day to day trading for the firm as well as assisting clients with all of their account service needs. Theresa enjoys spending her free time with her husband, two daughters and extended family.
Project Manager / Client Service Associate
Marie Ann Marinovich has been with Retirement Capital Strategies since 2005 and has worked in the financial services industry for 17 years. Marie holds a Bachelor’s degree from San Jose State University and a Master’s Degree from St. Mary’s College of California. She has a broad background in project management, operations management, computer systems and has held multiple Microsoft Certified Professional (MCP) technology certifications. Marie divides her time between coordination of sales and marketing projects and initiatives, seminars, client events and as a Client Service Representative. Marie enjoys spending time with her boyfriend, family and friends as well as cycling and the outdoors.
Thomas (Tom) Vaughan is the founder of Retirement Capital Strategies and serves as the Chief Executive Officer. Tom began his financial advising career in 1987 with First Investors Corporation, a Wall Street-based investment firm, though he has been investing in the stock market since the age of twelve. Tom graduated as a Dean’s Scholar from San Jose State University. He volunteers regularly in the classroom at a local elementary school, and he has served in the past on the Board of the Boys and Girls Club. In addition, Tom currently helps guide his young son’s award-winning golf career. Tom’s specialty is crafting our portfolio strategies.
Mike Philipp is CEO of Retirement Capital Strategies. Mike began his investment career in 1993. He has a Bachelor’s degree from San Jose State University and received an MBA from Golden Gate University. Prior to joining RCS, he managed several manufacturing companies in Silicon Valley. Mike and his wife have two children. As Chief Compliance Officer, Mike is also responsible for ensuring our compliance program stays current with regulations.
